Ratio analysis suggests the citizenship question will substantially increase the cost of the 2020 Census and decrease the quality of census data collected. The agency provided no evidence either that there is a data quality shortage or that conducting a census with a citizenship question will improve the quality of that data.In particular, we have concern regarding the effort to use a question about birthplace as an identifier for noncitizen households in Census Bureau sampling plans. The agency also failed to account for household size and income, reliable demographic factors that could greatly help determine how many American households to sample in future decades. The agency has previously sought to use such factors to improve sampling methodology based on estimates of household size and income. This time around, they appear to be using birth country as a proxy for household size and income. Moreover, given the Census Bureau’s commitment to rely on the 2020 Census for the apportionment of congressional seats, the effort to use the citizenship question to help improve sampling to ensure a representative sample appears to be inconsistent with that goal, and indeed seems to run counter to it.
The rationale for the citizenship question has not been uniform, it was originally intended to racially discriminate, and it appears to lack broader public support. The inclusion of the citizenship question does not achieve the stated goal of “enhancing the quality, utility, and integrity of the data produced for the 2020 Census,” mainly because the census does not need more information — rather, it needs fewer duplicate records of similar information. This is a costly and new data collection and analysis effort for which little evidence was presented.Furthermore, the public does not fully support the inclusion of the citizenship question. d2c66b5586
